The rapid expansion of Indonesia's Free Nutritious Meal Program (Makan Bergizi Gratis, MBG) has brought supervision and accountability to the forefront of public discourse. This study examines how modality constructs discourses of supervision and accountability in news articles published by BBC News Indonesia, Tribunnews, and CNN Indonesia. A qualitative descriptive research design integrates Halliday and Matthiessen's Systemic Functional Linguistics (SFL) approach to modality with Fairclough's Critical Discourse Analysis (CDA) framework. The corpus consists of 12 purposively selected news articles published between January and September 2026, from which 52 modality-bearing units were identified. The findings reveal that modal expressions such as must, should, necessary, obligatory, need, and may convey obligations, normative expectations, necessity, and varying degrees of authority. Within the selected corpus, BBC News Indonesia more frequently associates supervision with governance, transparency, and the involvement of diverse stakeholders; Tribunnews emphasizes investigations, legal accountability, and follow-up actions; while CNN Indonesia highlights procedural compliance and institutional responses. These patterns are interpreted as corpus-specific tendencies rather than established editorial positions, as many modal expressions appear in statements attributed to quoted sources. The study contributes to the existing literature by integrating modality analysis with Fairclough's three-dimensional framework, thereby establishing connections among grammatical choices, source representation, and public policy oversight. The findings suggest that modality serves as a valuable linguistic resource for examining how media discourse assigns responsibility and legitimizes demands for supervision and accountability in large-scale public programs.
