DAMPAK PANDEMI COVID-19 TERHADAP PENDAPATAN PELAKU USAHA MIKRO DI KABUPATEN JOMBANG

Abstract

The covid-19 pandemic has caused a decline in the PDRB of Jombang Regency minus 1.98 percent. Meanwhile, in the wholesale and retail trade business sector; Car and Motorcycle Repair, which incidentally operates in the UMKM sector, decreased to IDR 4,062.55 billion due to the covid-19 pandemic. The purpose of the study was to determine the condition of UMKM in Jombang regency and the impact on micro business actors on the income side during the covid-19 pandemic. This study used descriptive qualitative method. Sources of data come from primary and secondary data. Primary data were obtained through interviews with the head of the UMKM sector at the Department of Cooperatives and UMKM in Jombang Regency and 15 micro-enterprises in Jombang Regency. Secondary data was obtained through the Central Statistics Agency and several related previous research sources. The results showed that as many as two micro business actors with the type of business of real honey and fruit did not experience a decrease in income. Because the type of business being run has increased demand and is much needed during the pandemic. Meanwhile, as many as thirteen micro business actors with the majority of business types in the food or beverage sector experienced a decrease in income due to the type of business being run experienced a decrease in demand. The factors that cause the ups and downs of sales that have an impact on the income of micro-enterprises are the policy of Enforcement of Community Activity Restrictions (PPKM), assistance or incentives from local governments, and the slow distribution of goods.

Abstrak

Pandemi covid-19 telah menyebabkan penurunan PDRB Kabuapten Jombang minus 1,98 persen. Sedangkan, di sektor usaha Perdagangan Besar dan Eceran;Reparasi Mobil dan Sepeda Motor yang notabennya bergerak dalam bidang UMKM menurun menjadi Rp 4.062,55 miliar rupiah akibat pandemi covid-19. Tujuan penelitian adalah untuk mengetahui kondisi UMKM di Kabupaten Jombang dan dampak bagi pelaku usaha mikro di sisi pendapatan selama pandemi covid-19. Penelitian ini menggunakan metode deskriptif kualitatif. Sumber data berasal dari data primer dan sekunder. Data primer diperoleh melalui wawancara kepala bidang UMKM Dinas Koperasi dan UMKM Kabupaten Jombang dan 15 pelaku usaha mikro di Kabupaten Jombang. Data sekunder diperoleh melalui Badan Pusat Statistik dan beberapa sumber penelitian terdahulu yang terkait. Hasil penelitian menunjukkan bahwa sebanyak 2 pelaku usaha mikro dengan jenis usaha madu asli dan buah tidak mengalami penurunan pendapatan. Karena jenis usaha yang dijalankan mengalami kenaikan permintaan dan banyak dibutuhkan di masa pandemi. Sedangkan, sebanyak 13 pelaku usaha mikro dengan mayoritas jenis usaha di bidang makanan atau minuman mengalami penurunan pendapatan yang disebabkan jenis usaha yang dijalankan mengalami penurunan permintaan. Faktor-faktor yang menyebabkan naik turunnya penjualan yang berdampak pada pendapatan pelaku usaha mikro yaitu kebijakan Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM), bantuan atau insentif dari pemerintah daerah, dan lambatnya pendistribusian barang.
